Sir,
We desire to ask your assistance in the matter of
importation of Refined Cane Sugar from Hong Kong, now prohibited
by the recent Proclamation affecting all sugars cleared from port of shipment to this country subsequent to the 26th, October, except with special licence.
The Hong Kong Refineries desire to establish and maintain connection with the market of the United Kingdom in the ordinary course of their business, but the present embargo closes this market to the detriment of their business, and incidentally to an important Hong Kong industry.
We are interested as hanagers of the Tai-Koo Sugar Refining Coy. Ltd. and the China Sugar Refining Coy. Ltd., the British Companies owning separately the two Refineries which comprise the Sugar Refining industry of Hong Kong. These Refineries refine sugar entirely from the cane raw product, and there is no question involved of any sugar shipped to the United
these Kingdom being replaced by European or other beet products:
latter are not purchased or used by the Hong Kong Refineries, and
moreover there is every facility available to the Hong Kong
Government to prevent the importation of beet sugars either to
the Refineries or others.
The sugars we have hitherto exported from Hong Kong and
desire to continue to export to the United Kingdom are granulated
sugars of the highest grades, which readily find a market in the United Kingdom.
Taking all circumstances into consideration, we feel
justified in asking you to extend your assistance to secure a
special licence in favour of direct importations from Hong Kong,
